The phrase is attributed to Sir Francis Bacon.
It was used on the «pretty» logo for IAO, a DARPA project that was supposedly discontinued. It was founded in 2002, and aimed to prevent terrorist attacks using TIA, a computer program. Something very similar is shown in Minority Report [2002] starring Tom Cruise.
