Police could drive by, and hand out vouchers for light replacement when they see people with an out taillight, rather than pull them over and create a dramatic situation. It’s not good for anyone, but vouchers, they would help out many, and make police feel like a service helpful to the people, rather than another level of government fees, taxation and intimidation.
